The Chief Minister Pervez Khattak has accorded approval in principle to the re-structuring of the Board of Directors (BoD) of Elementary Education Foundation (EEF) and has directed the concerned authorities to submit a summary to make necessary amendments to the EEF Act through an ordinance allowing the re-composition of the BoD and then to table the same in the upcoming session of the provincial assembly for its formal legislation.
According to the proposed re-composition the number of the private sector members of the BoD will be raised to two third of the total strength of the BoD members whereas the Managing Director of the Foundation will also be hired from private sector.
It merits a mention here that in the existing composition of the BoD private and public sectors has equal representation. Larger representation to private sector meant to make the foundation more vibrant and strong by minimizing the influence of the government in it.
This was decided in the 14th meeting of the BoD of the EEF held at CM Secretariat Peshawar with Chief Minister Khyber Pakhtunkhwa Pervez Khattak in the chair.
The meeting was attended by provincial minister for Elementary and Secondary Education Aatif Khan, Advisor to CM on Economic Affairs Rafaqatullah Babar, Secretary Finance Syed Badshah Bukhari, Principle Secretary to CM Mohammed Ashfaq, Special Secretary Elementary & Secondary Education Qaiser Alam, Managing Director EEF, private sector members of the BoD and other relevant authorities.
The meeting approved the procedure for the appointment/recruitment of new Management for EEF. According to the approved procedure the Managing Director of EEF will be appointed from private sector on competitive basis through hiring a “Head Hunting Firm” to ensure merit and transparency in the process.
The meeting also approved the hiring of a private “Head Hunting Firm” for the purpose and the selection committees for hiring other managerial staff of various cadres of the foundation. Besides, approvals were also accorded in principle to the newly framed EEF Contract Employment Rules/Regulations 2013 subject to vetting from law department, proposed “Adopt a School Program” of the EEF and enhancement in the allowances of the existing staff of the EEF in the meeting.
The participants of the meeting were given detailed briefing about the overall performance of the EEF, implementation status of the decisions taken in the last meeting of the BoD, other related affairs and various aspects of the proposed “Adopt a School Program” and the ongoing “Rokhana Khyber Pakhtunkhwa Taleem Program”.
It was informed that under the proposed “Adopt a Schools Program” missing facilities in the public sector schools of the province would be catered for while under the Rokhana Khyber Pakhtunkhwa Taleem Program, the provincial government would pay the fees of students in private schools in areas where government Middle and High level schools did not exist.
Addressing the participants of the meeting the Chief Minister said that promotion of education sector ranked at the top of the provincial government agenda, which would not be compromised in any case. He vowed to make EEF a vibrant and dynamic institution and said that all the available resources would be utilized for the purpose.
The meeting also accorded conditional approval to the financial plan of the Rokhana Khyber Pakhtunkhwa Program for the year 2013-14 while the financial plan of the EEF for the year 2013-14 was referred to the finance committee.
