Director Pakistan Study Centre University of Peshawar, Dr. Fakhr-ul-Islam read out his paper on the theme of “A Review of Amendments in the 1973 Constitution” in a seminar at the post graduate Superior Science College Peshawar. He gave a perspective of constitutional development in Pakistan followed by chronological review of constitutional amendments. He said that rules, regulations and constitutional provisions are mechanical in nature while societies are organic. Therefore rules and statutes are changed off and on so that these are adjusted to the needs of a society. However, in the case of Pakistan, the successive rulers, whether dictators or democrats, incorporated amendments in constitution to serve their personal interests. He said that the 18th Amendment has restored the original constitution to a great extent. Dr. Fakhar’s answered many questions asked by staff and students of the college. Earlier Chairman of the College’s Pakistan Studies Department Dr. Fazlur Rahman and Principal Mr. Muqadasullah welcomed the guest speaker.
